Cannot browse the Internet from Win Server 2003

Hello, I am setting up windows server 2003 standard edition as a test
environment. For the specific tests we need to run, we must be able to
browse the Internet. I can connecting to the box using Remote Desktop, and
from there I can ping the DNS IP address; however, I cannot browse the
Internet. I have temporarily turned off the firewall, and I have disabled
Internet Explorer Enhanced Security, all to no avail. I have also
experimented with the IP Filter Settings for Packet Filter: specifically,
settings for Open "HTTP/S Output" and "HTTP/S Input", and "Block All." None
of this seems to work. Please let me know what is needed to enable Internet
browsing.
