Cannot authorize non-domain joined DHCP server

Gurus,

Installed the DHCP service on a stand-alone Windows Server 2003 on my
network (not joined to the domain). I could not start the service within
the DHCP Admin console however. A downwards red arrow appeared on it.
There was no "Authorize" selection available in the Action or right-click
menu. Once I joined this server to the domain, I could authorize it. Is
this by design?
