I haven't seen this on Windows 2003, but I've sure seen it on W2000 servers.
You probably need to remove/uninstall the NIC, and may also need to delete
all references to this network connection in your registry (be vewy vewy
careful) and then reinstall the NIC.
Take a look in HKLM\system\currentcontrolset\control\network.
I did mention "be careful", right?
