Cannot access terminal services login screen

Hi Everyone,

Recently had an issue whereby we performed a remote server 'restart' but it
did not restart allowing terminal services logins, we run a Dell Windows
2003 server running terminal services.

Even though no logins were being granted via RDP, the server was actually
running as it did allow FTP access into it.

Is there a way of logging into the console somehow, even though the terminal
services was not functioning?
I've heard that there is a possibility to perform a remote reboot or the
similar but how practical is this?

Any ideas would be appreciated?
