Cannot access management tool in MS Broadband Network Utility

I've read the posting in this newsgroup regarding this issue and
nothing seems to work. Here are the details.

I purchased the MN-700 router two days ago. I'm using it as an access
point behind a Netgear RT314 wired router. Everything worked well.
Today when I tried to access the base station management tool with the
MS network utility it was grayed out. I used to be able to access it,
but now I have to do a hard reset of the router and reconfigure
everything if I want to make any changes (i.e. change the encryption
key). I tried to access via a web browser on another computer but I
keep getting a 'Bad Gateway' error (I changed the IP address from the
default of 192.168.2.1 during the setup) Despite all of this, I get a
good connection to the Interent. I'm using a new Dell laptop with an
internal Intel PRO 2100 adapter with WinXP Home. Iv'e tried rebooting
my computer, rebooting the Netgear router, I unplugged the base
station, and I've done a hard reset, and yet the management tool is
still greyed out. What the *@!*&!%@#! am I doing wrong!

Though the hardware details are different, this is part of Barb Bowman's
most recent column on the Expert Zone

"The last step is to reconnect the MN-500 to your network. Connect an
Ethernet cable from the modem port on the MN-500 to an open port on the
MN-700. If you use the modem port and not one of the internal LAN ports,
you'll be able to access and administer the MN-500 by opening a Web browser
and navigating to the static IP address that you previously configured.
Because I configured the MN-500 with a static IP of 192.168.2.252, when I
need to change a setting, I open Internet Explorer, navigate to
http://192.168.2.252 and enter my password. This provides me with full
access to all administrative settings."
