Cannot access LAN

I cannot access other computers on LAN (winNT). Other
users can access me. I have checked all settings and they
are fine. Our LAN recently installed a proxy server. I had
subsequently changed the browser settings and everything
was OK, when suddenly one day I couldn't access the LAN.

Kindly help me.

cannot see each other yet they can ping one another.
where do you change browser settings?
