Can View Computer Icon on Network, Cannot Access

I am trying to get files off a Win 98 machine via
network. I can see the Icon for the Machine on the
network, but I cannot open it. Computer can ping out,
but cannot ping in. It will access Internet, and
winipcfg looks normal. I even changed network cards, but
I cannot get outside this machine. On network
neighborhood, the 98 Machine sees itself only.

Help?!?

I think the TCP/IP not being bound to the network card caused this type of problem in one of our computers.
