I can log into my server with RDP and port filtering on my router from
another location. I can navigate to any file or folder I wish to on the
server using the remote computer. But I cannot transfer files from the server
to the remote machine. Does anyone know I can do this?

After you start the RDP client.
Have a look at Options -> Local Resources -> Local Device (x at Disk
Drives ) ? Which means local drive mapping...
