as expressed, this first part makes sense - you can't have one number
being used twice for two different lines and/or customers at the same
time so that would be a sensible precaution.
What you really need is the ability to reserve the number as it
becomes available, then allocate it to Callsign. At that point it is
no longer an existing number, if you follow me.
I can see how this isn't easily done automatically, but needs some
user intervention by BT to "carry over" the number from one use to
another.
