I cannot speak for outside the U.S., but in the U.S., you can send a
text message via e-mail to most cell phones. Specific information is
available from each providers' web site, but for example on Cingular,
you can use:

where the digits are replaced by the recipient's full 10 digit phone
number (without spaces or hyphens, etc.). The length of the message can
generally be in the range of 100-120 characters.
To the best of my knowledge, a cell phone's receiving messages via this
approach is independent of having internet, web and/or e-mail service on
the cell phone. You may or may not be able to reply to the sender's
e-mail address of course and this may be dependent upon a particular
service provider and how their text messaging service operates.
