Can I Regulate Bandwidth

If I were to set up either:
a) A wireless hotspot
b) A network service on a specific port (Let's say port 80)

How would I go about restricting bandwidth so that I have a healthy
reserve for my personal use. I don't want some sucker hogging it all up
at any one time. I'm just looking for a starting point.
