I can ping but I cannot net send

I have a xp pc in domain X and a virtual pc (w3k server) running in it
own domain Y. I can ping from the X domain to the Y domain but I
cannot net send ... should i be able? if not how can I achieve this?

is the messenger service started?
i do believe it is default to disabled on 2003
