Can not see domain controler over VPN

Facts:
2 server, one in Miami (192.168.0.21) one in DC (192.168.2.2)
Both servers are running DNS
The DC server is a domain controler dc1.tewdc.tewla.com
Miami Network 192.168.0.0
DC Network 192.168.2.0

I'm trying to add a new 2003 server into and existing domain, however, when
I try to add it to the existing domain it does not see it. I've configured
the DNS on the server I'm trying to join to the domain, as best as I know
how, but no matter how I try it give me an error saying it can't see the
existing domain to join to.

I can ping ping the server
I can do a nslookup to the domain.

I created a zone on the server I'm trying to join with the name of the
domain in DC "tewdc.tewla.com" in the DNS server in Miami.

I can browse on IE and see the other server in DC by \\tewdc.tewla.com

Not sure what this means:

But, I suspect this is the problem. What happens if you configure the new
2003 server with 192.168.2.2 for primary DNS?
