Not sure what this means:
"I created a zone on the server I'm trying to join with the name of the
domain in DC "tewdc.tewla.com" in the DNS server in Miami."
But, I suspect this is the problem. What happens if you configure the new
2003 server with 192.168.2.2 for primary DNS?
