Can not Network Browsing

Dear Experts
I have a Network with one Domian name.
One Server is DC Win 2003 Enterprise.
Second Server is DC win 2003 Enterprise.
Both of them have Active Directory Server.
No DHCP & WINS Server is configured.
Just a DNS Server is serving network clients.
Third Server is Win2000 With ISA Server2000 & Exchange 2000 Server.
In a periodic time, clients can not see the computers list in Network
window.
Some time the domain is not accessible!(for some users)
Operating System in clients is WinXP & Win98SE & WinME.
Please Help me.

If "one Domain name" means a single level domain name - see this:
