Can a member server be a Global Catalog server?

We are running Windows 2000 DCs and Exchange 2003 running on Windows Server
2003. I need to deploy Global Catalog servers in the Windows sites where
Exchange 2003 is installed. What I want to know is can I turn a member
server into a Global Catalog server WITHOUT it being a DC? Or can only a DC
be a Global Catalog server? Thanks for your help.
