Can Linksys router notify you when its dynamic IP has changed by ISP

I have an ISP that dynamically assigns the IP... Id like to have a
install a standalone security camera (has a built-in webserver so no PC
is required) however, if the IP changes I will have no way of knowing.


Is there a router, Linksys or any other, than can send out an email or
post to a dyndns site when it detects an IP change?

Close. You subscribe to a dynamic DNS service. You run their client
software on your PC *OR* your unspecified model Linksys router might
have a built in DDNS client. Many services are free for a limited
number of systems. I use http://www.dyndns.com

alternative firmwares for the older wrt54g routers can.. not sure on the
factory

The Linksys WRT54g has a DDNS service that will link to DynDNS.org or
TZO.com. Also, check your camera; some IP-cams support dynamic DNS
updating.
