I have server 2008 running IIS. The server has two NICS but one is used.
If I add another Internet connection can I connect it to the second NIC
and have separate gateway entries for each NIC so that I can connect to
a website on the server from the outside using either public IP address?

No.

More specifically,...yes you can add the gateway,...no it will not behave
the way you want and usually does nothing more than screw things up.
