Can I connect Wired & Wireless at the same time?

Our companies computers are hooked up through our wired network. On
occasion we will have connectivity problems which leaves us unable to
connect to the internet until we contact our technical support team and
have them fix the problem. This problem may take anywhere from a few
hours to up to a day.

In our building we have a wireless connection which is on at all times.
My thought was that we would be able to utilize this connection during
these emergencies when we are down. I would purchase wireless PCI cards
and place them in the computers. The confusion that I have about this is
how to set this up. I don't want this wireless PCI card to work unless I
decide to turn it on, especially since this would leave our activity
unsecured to hackers. Is there any way to set up XP with an additional
user profile that would allow me to set that profile to use wireless
while our current profile remains using the wired connection?

Also how much of a security risk does this pose because I could purchase
another wireless router for the connection that is always on and make it
secure.

Of course you can go wired and wireless at the same time: I do it.
They are different IP interfaces so you can set them independently.
It is enough to switch off (usually via software) the wireless interface
when you are wired.
If you use DHCP both interfaces should point to the same DHCP server.
From the security side there are no problems in wireless connections (the
encryption mechanism is strong enough). In addition you can set a table of
MAC addresses that are allowed within your network.
