There are several other ISP's charging £14.99 : PlusNet, Eclipse admittedly
with 1Gb/m, then ~£2 per extra Gb.
Even one charging just £9.99 p.m. , but with high connection charge and 12m
contract.

£22.99 might be OK for truly unlimited service, but most people don't need
to pay that much.
