have 6 user small office, with a win2003 server (acting as a router, a.d.
controller,file, print server...). I'm trying to avoid installing exchange
server (every user has it's own pop3 mail account on some other server
outside the office), but I need to make outlook calendar sharing for every
user in office. Can someone help me, what is the best practice? The best
solution for this (if it is only exchange, ca someone guide me where to
start?)

You need Exchange Server to use this feature (or any collaboration feature)
of Outlook.

I second this; I installed the free office calendar trial and was very
satisfied.
Am currently waiting for my school to buy the software.
