cable modem shutdown problem

After installing a cable modem I am having shutdown
problems, I cannot use the ctrl-alt-delete keys to
shutdown and restart my computer, it does nothing or it
hangs, whereas if I do not have the modem plugged in, the
computer works fine for shutting down and restarting using
the above method. The same problem applies when I need to
have the computer restart after an update or other of the
sort. If anyone knows a fix for this please let me know. I
was told that WIN 98 had a problem of the sort and there
was a fix for it. I am running WIN ME...
