Cable modem - LAN - DHCP - IPAuto problem

Suddenly I've got the subj problem that couldn't be
recovered by winipcfg/release/renew: 169.254.x.x still
there.
MS Knowledge Base recommends to disable IP
Autoconfoguration due to setting 0 to the appropreate
registry key by using ipac_off.inf from
win98/tools/mtsutil.
But unfortunately my win98 distributive CD has no tools,
nothing besides cab-files. Probably because it's too old,
since last centure (even millenium ;-).
I have three questions.
1. Can I obtain somehow the ipac_off tool?
2. If not then would it be enough to edit manually the
register file?
3. Does anbody have any idea why it was happened? There
was no problem before and I did nothing extremely wrong, I
guess, when it happend.

You can make the same setting manually that the tool would make:

1. Run the registry editor.

2. Open this key:

HKLM\System\CurrentControlSet\Services\VxD\DHCP

3. Create a DWORD value named IPAutoConfigurationEnabled.

4. Set the new value to 0.

However, I don't think that disabling IP Autoconfiguration will help.

The 169.254.x.x IP address is the result of a problem on the network,
not the cause of the problem. It indicates that the network adapter
is configured to obtain an IP address automatically and can't
communicate with a DHCP server to get the assignment. The problem
could be with the network hardware, cabling, hub/switch port, etc.
