You can make the same setting manually that the tool would make:
1. Run the registry editor.
2. Open this key:
HKLM\System\CurrentControlSet\Services\VxD\DHCP
3. Create a DWORD value named IPAutoConfigurationEnabled.
4. Set the new value to 0.
However, I don't think that disabling IP Autoconfiguration will help.
The 169.254.x.x IP address is the result of a problem on the network,
not the cause of the problem. It indicates that the network adapter
is configured to obtain an IP address automatically and can't
communicate with a DHCP server to get the assignment. The problem
could be with the network hardware, cabling, hub/switch port, etc.
