Friend of mine hooked up with Cogeco cable internet. Tech guy "installed"
modem and configured pc. Later, my friend decided to add a router to
connect a second pc. 1st pc works fine. Router works fine. 2nd pc can't
connect to internet. Everything looks fine with ipconfig/all. DHCP is
enabled and working. Each pc can ping router. Each pc can ping the DNS
server! But 2nd pc does not get to internet. We explored the situation
that the cable service might have "registered" the MAC address of the 1st pc
and uses that to limit access to the internet with one pc. Later, we
noticed that the router has a handy Clone MAC address for this particular
problem. Tried that, but the 2nd pc still cannot access internet. Later,
call to Cogeco tech confirmed that home networking is permitted and shouldnt
be a problem. Accessing the router config to 192.168.2.1 works fine from
pc #1, but not from pc #2.

Anyone have any ideas of solving this annoying problem?

The router is an SMC 7004VBR.
The NIC on problem 2nd pc is DFE-530TX

Would appreciate any insights.

Conflicting statements. Do you mean your web browser doesn't work?
What about other stuff, email etc.

Is there a firewall on this pc? If so, try uninstalling it to see if
the problem is resolved. If it is a misbehaving firewall, simply
disabling it will not be enough to prove it is not the cause.

The 2nd pc doesn't use local (OE) email. Not set up for that. We just want
internet browsing. The browser loads/launches OK. It's version IE6. But
we can't access the router's config page at http://192.168.2.1 It just
fails. Same result with Firefox. But PINGing to it works. Pinging to the
assigned DNS server address also works. Isn't the DNS address "beyond" the
router? So.. what can't we get into the internet cloud?

No firewall that we know of. Unless.. there is a setting in IE6 ???

If there's no firewall on the pc and basic ping connectivity is
working okay, I can only think that there must be some setting on the
router preventing the connection.

That router has a firewall and access control utility so I would
re-visit the configuration pages using the other pc which works and
switch any firewall and access restrictions off until the problem is
resolved.
