If there's no firewall on the pc and basic ping connectivity is
working okay, I can only think that there must be some setting on the
router preventing the connection.
That router has a firewall and access control utility so I would
re-visit the configuration pages using the other pc which works and
switch any firewall and access restrictions off until the problem is
resolved.
