No. It isn't that simple. Proxys have greater capabilities than typical
NAT-Based Firewalls. They can block based on the user account, the URL,
keywords in the URL, the IP of the machine the user is sitting at,....and
any combination of the above all at the same time.

No. It would require that there would be an alternate Device available
(another NAT Firewall, another Proxy, whatever) to provide the Internet
connection to you.
