Built in WiFi on a laptop

My sales reps all have new laptops that have built in WiFi cards. (802.11b/g)
All of the machines are running Windows XP Pro (sp2), and I am trying to
prevent everyone from having to be a local admin in order to use the WiFi
cards/switch WiFi networks. Is there a system policy, or something that I can
do so that I can make the users local power users, and not local admins? (and
still give the users the ability to access different WiFi networks)
