First of all, is there clear line of sight between the two buildings? If
not, is there an intermediate point, with clear line of sight to both
end points, where you might be able to lease space for a relay?
If the answer to either of these questions is yes, then you can probably
make this work with 802.11x equipment. There are many point to point
bridges on the market for just this task. You will want to use equipment
designed for outdoor deployment, especially in light of the extreme
weather anticipated. Again, there are several manufacturers of
"ruggedized" outdoor access points and bridges.
You'll want to use 24 dbi dish antennas. Ideally, these would be mounted
in a place where they wouldn't collect snow and ice, but careful
selection of the antenna construction and mounting system should allow
you to place them about anywhere if need be.
Your budget should certainly cover a setup that uses 802.11x equipment.
