Basic £14.99 package is confusing.
The £14.99 Home Broadband Option 1 has no throttling, 5 star
performance, and 2GB / month inclusive, then payg for excess over 2GB
and since you payg fair use doesn't apply.
The £14.99 Evolution Broadband Option 1 has throttling, 2 star
performance *and* fair use policy of 20GB / month in peak hours.
You did say that your traffic light was always green, so that leads me
to believe you are on the £14.99 Evolution Broadband Option 1, and
that has poorest performance, clearly advertised as 2 star.

Your traffic light is green so you are just getting the 2 star
performance without the implementation of the fair use policy.
