Somewhat unlikely, at least in the short to medium term.

Having lots of bandwidth capable of sending video signals around is
not useful in itself. You also need content to send down those links.
Right now, the vast majority of content over and above that provided
by terresterial broadcasters is only available from Sky.

KIT do something like that in HULL (Kingston Communications.)
BUT it seems as though it is doomed to failure.

As far as I can see from their website, KIT's programming is provided
by Sky. So it's not reduced our dependence on Sky one bit.
