BT Line Fault and ADSL problem after bad weather

Hi

About a month ago during some bad weather the lights in my flat
flickered for a second and my BT phone line went completely dead - not
even a dialtone. My computer was on and connected via an ADSL router
at the time - all that happened was that it retrained and reconnected
at the same speed as I get normally - about 4200 kbps. ADSL appeared
to keep working fine. If I tried ringing my own BT number from my
mobile I got a bairly audible faint ringing sound from the phone.

After reporting the fault BT diagnosed it as a fault at the exchange
and it was fixed. It seemed to be a problem with just my number - I
checked with a few neighbours in my block and they had no problem.

Now again after yesterdays really windy weather I noticed the lights
flickering again in my flat, and yet again my line has gone dead. BT
are due to fix it on Thursday - again they say its a problem at the
exchange - but this time although I can connect to ADSL I am getting
a much lower downstream speed - 2464 kbps and upstream speed of 384
kbps.

I'm starting to worry this is going to be a regular thing. After the
first time I bought a new router (my old DLink one whistled when
connected so it was a good excuse to change it), and also a UPS with
surge protection. I even coonect tor the phone line using surge
protection.

Is there a possibility that my wiring in the flat is at fault (its a
newish 2 year old build), or are the power fluctuations in my area
causing a problem at the exchange?
Is there anything I can request to have done to sort this out
properly?

Are you off a pole? Has there been a recent thunderstorm?
If the speech and ringing is flaky, fixing the voice (phone)
fault may greatly improve (or fix) the ADSL
Water in the street (underground plant) cable usually
affects most/many subscribers on the same cable.

Update today - my line is back again, and my ADSL connection speed
back to normal.

The engineer said it was a loose connection at the exchange, probably
happened during the LLU upgrade work which was going on at the time I
noticed the problem...
