I may be a bit confused but I still remember the fibre connections
being installed around Stockport about ten years ago. Neither BT or
Virgin were involved. I forget the name of the company who installed
the fibre lines to every house but it was offered as a full package
for about £25 a month. I don't know anyone who took the offer up.
