BT Dead line & ADSL

Can non BT ISP ADSL be provisioned on a dead BT line assuming it has a
number allocated to it.

I know that BT have disconnected a voice line and Non BT ADSL still works,
is this normal.

No.

On a line that is already ADSL enabled line, often disconnect the BT voice
line and the ADSL part at different times - therefore, its quite possible
for the "voice" part to stop working and the ADSL side to continue for a
short time.
