BT charge for quitting?

Just got an Email from BT Broadband about and increase to £25 for their
"Broadband Cease Charge". It links to:

Which says:

"The charge applies to a minority of customers who stop their broadband
service altogether or do not use the standard MAC transfer process, or
another recognised transfer process, when it applies."

They're very coy about the exact details, but are they saying that they will
charge anyone who decides to quit using broadband altogether?

Using ADSL broadband, yes, that's my understanding.
