BT central - symmetric or assymetric?

I always thought that these were symmetric, based on the BT price list,
so was trying to understand why plusnet might count uploads as part of
the 'quota'.

However, a plusnet employee said in one of the plusnet groups that it
was assymetric, 622/344 (or so).

Are they misinformed, or is there a grain of truth there?
