Browsing on a VPN

Ihave setup a L2TP VPN with full certificate authentication. This is on
Windows Server 2003 with ISA Server 2004. When I connect a client to our
network through the VPN, the almost everything works perfectly. We have 2
servers running ISA Server 2000 Standard Edition. The 2 servers manage 2
different connections. Users that are connected to the network locally have
no problem using the internet. When connecting through the VPN, users
connected to ISA server A can browse without any problems. Users connected
to ISA server B cannot browse the internet at all. The error is 403
Forbidden. The ISA server has rejected the specified URL 12202. ISA server
B does have more restrictions that ISA server A and I have tried opening up
ISA server B with no success. Is there anything special that I should be
doing to make this work. Any help would be appreciated.

Do you have WINS server? It is better to have WINS server to browse over VPN. This may help,

I guess I wasn't clear on what browsing I was having trouble with. I have no
issues with accessing my internal network. Users are configured with a proxy
server setting for web browsing and a firewall client as well. If the users
are configured to ISA server A they can browse the internet no problem. If
they are configured to use ISA server B they cannot browse the internet. ISA
Server B has more restrictions on it to limit users usage and access. Are
there certain protocols or access restrictions that need to be opened for
this to work??
