The short answer is that you need WINS. The browser service works on
broadcasts which do not cross routers or WAN links. WINS allows the master
browsers to see each other and exchange information to build a network-wide
browse list.
You only need one WINS server, but machines in both sites need to be set
up as WINS clients so that the register in WINS and use WINS to resolve
Netbios names. If you set up a WINS server in each site, they need to
replicate for browsing to work.
