Just a quibble first. Windows 2000/2003 does not use PDCs and BDCs. That
only applied to NT.

The backup browser is shutting down because it cannot find the master
browser. This is often caused by a multihomed browser. First you need to
find out which of your servers is the master browser. The browstat utility
from the support tools should help you with that. (Do the workstations have
any problem finding the browse master? Do you see any browser election
messages in the event log)?

Then you need to find out why the backup browser can't get a browse list
from it. Is it multihomed? Is it a RRAS server?

A RRAS server on a DC can certainly cause trouble with browsing. I
would stop the computer browser serviceon the DC which is a RRAS server and
leave browsing to the servers which are not multihomed.

If you want info on why remote access on a DC causes problems, see KB
292822 .
