Broadband TW Cable Speeds "Up to"

Serious question regardin Telewest/blueyonder Cable internet.

They are usin the words "Up to" on all the speeds they provide on mostly
all of the pages on their website now.
(Up to 2Mb, Up to 4Mb, Up to 10Mb)
This phrase was not used prior to the upgrades.

Since the upgrades there's bin a detoriation of their network and the
ability for their users to achieve the now new, upgraded speeds.
With users complainin of reduced speeds either at certain times of day,
or in some cases, all day...

I'm just worried that from lookin for a new ISP and readin this on
almost every reference to the speeds they provide, that this is soon to
be the case, in that, after all the upgrades are completed, and users
start complainin about the lack of speed, ie: 4Mb instead of the
supposed 10Mb they're payin for, that TW/BY wud/cud refer them to the
term "Up to" which is a phrase common to an ADSL service, and usually
worded in the form of 'Not guaranteed'

They keep sendin me letters beggin me to go back.
I might take em up on their offer.
Anything to stop them from sendin me the letters, and to save[1] a few
damn trees!

Footnote:

[1] Telewest have come up with this silly gimmick to do with a Forest.
They want their customers to switch to Ebillin.
It's designed to encourage new customers to ditch the traditional paper
bill and move to an environmentally friendly electronic format.

They need that to happen, cuz they need all the paper in the world, to
send out all the junk mail that comes through my door!

I've never had a paper bill from Pipex, but then they're a proper ISP.

It's probably the only business where you know all your customers have
access to the internet, so no point sending paper bills.

True...
But they dabble in TV and 'Communication' too, that's their excuse.

Poor excuse it is too...
