Have you worked out what area the exchange covers, got the free
leaflets from eclipse (
www.wewantbroadand.co.uk) and BT
(
www.getonandgetit.co.uk) and done a door to door. Not everyone reads
papers. TIP - find 12-15 old school kids to help in this as they will
be keen for ADSL.
Finally the other thing you might consider is going down the WiFi
route. This can be viable at very low numbers, say 60, and where it
looks like WiFi is a realistic prospect BT seem to drop the threshold
levels.
