so you have full line speed, the right IP profile and negligible
errors. Possibilities are :-
a) ISP congestion / traffic management.
b) Exchange congestion
c) TCP/IP settings.
To eliminate c) check that your RWIN value is 64k or greater at
http://www.netmonitor.org/tools/ttest.php or
http://www.speedguide.net/analyzer.php
you can change it with DrTCP.exe and similar registry tools.
a) and b) usually go away at 04:00 - 06:30 so try a speedtest then.
To differentiate a) from b) you would need to login as
speedtest@speedtest_domain which bypasses the ISP. If the result is
radically different that way to the normal way then its the ISP. See
http://www.kitz.co.uk/adsl/btwspeedtest.htm for IP address of old
speedtester if new one fails to respond (its often overbusy).
