Broadband Suddenly Stopped Working

I have a colleague who is on Tiscali Broadband (2Mb) in the UK. One day
their browser was working, the next it wasn't, and hasn't since. The machine
configuration didn't change in that time.

The facts:

1. The USB broadband modem (Sagem) connects to the ISP, and reports
connected at 2.3Mb.
2. Browser (IE6 on XP SP2) cannot navigate to any web page; always returns
Page not Found after some time.
3. ipconfig/all shows primary and secondary DNS. Pinging these is
successful.
4. Pinging the server is successful.
5. Pinging self (ISP assigned IP address) is successful.
6. Pinging www.tiscali.co.uk is successful.
7. Pinging www.google.com is successful.
8. Pinging www.microsoft.com is unsuccessful.
9. Pinging other domains is unsuccessful.
10. Symantec LiveUpdate cannot reach Symantec server (ruling out browser
configuration/corruption?)

Tiscali Customer Support can offer no solution based on the above evidence.
They have offered alternative DNS addresses, but these are slightly worse
than the automatic ones in that they do not allow Google to be pinged.

Does anyone here have any suggestions, short of changing ISP? Any ideas on
things to try to get closer to the cause of the problem greatly received.
