A friend is buying an apartment in the middle of Sheffield - there is
a BT line installed - but it has never been used (the apartment is
new). There is no cable service.

He is quite keen on something like the Carphone Warehouse package (or
someone else's rather than BT) - will he have to subscribe to BT
first in order to activate the line and then move to Carphone
Warehouse or another broadband provider?

Any recommendations - suggestions

If his exchange has been LLU enabled, then any of the LLU companies
could provide him with service, but remember even though there may be
a socket, if it's the first time it's been used then full installation
charges will be raised..

I suggest he does not use Carphone Warehouse. Their package may seem
appealing but their customer service is absolutely appalling. Check the
forums at www.adslguide.org for lots of opinions on their shitness.
