I know Plus.Net does. I am fairly sure my other ISP (
www.ukfsn.org)
would be able to accommodate you, as they can tailor WorldPay or let
you pay by cheque. Eclipse has been known to handle things manually,
so worthwhile asking them, too. Some while ago, Powernet (I think, a
daft website needing Macromedia Flash, so awkward to navigate) allowed
a discount for those paying for 1 or 2 years up front. Why not ring up
sales departments at the ISPs listed for "top of the speed tests" for
last month and look back 8-12 months and see which others were listed.
You may want to score them for how helpful and polite they are, and
then do a comparison of the ones you found to be helpful and could
accommodate your needs, and use the ISP comparison facility to
get existing customer perceptions of them, too... Lots of info
to be found at
www.ADSLguide.org !! I bet many of the smaller ISPs
would have no problem accepting credit card or cheque from you (and
a credit card payment would be guaranteed in case the ISP went bust,
so there should be a refund available for unserved months, if it was
actually to happen, whereas a cheque payment has no protection! Peter.

PlusNet <http://tinyurl.com/24ymz> - I recommend them and save some cash.
My other ISP is UK Free Software Network <www.ukfsn.org>
UKFSN passes all profits to Free Software projects in the UK.
