Bottle neck on the network?

I have set up the Performance monitor to log stats on my NIC. One of the
stats if Outbound Queue. It says that it is running in the 90% or higher all
the time.
Is there anyway to see what is in the queue?
Or find out what is the bottle neck?

Everything seems to be running fine on the network.
I am running Windows 2000 Server with sp5.

You could run an Ethereal scan on this PC and then analyse the traffic
passing through the machine. You can download Ethereal here -
http://www.ethereal.com/download.html

I would also run a netstat on the server to see if there are and ports open
that shouldn't be.
