BootP holding ip adresses

Can BootP hold a range of 50 ip adresses and if so where is that located and
how do i either slim the range down or turn it off?
I have a 2003 basic server that has DHCP running and it looks like BootP has
50 on hold and will not release.
I have looked through the reservations on the DHCP server and there is
nothing there pointing to a range of adresses to hold.
