Bluetooth missing from Control Panel

I just got a used Dell Dimension 600m with Bluetooth and would like to setup
to hotsync my PalmOne Zire 72 via bluetooth. My problem is I can't find the
Bluetooth icon under control panel. The notebook is running XP with SP2.
How do I setup notebook so bluetooth is available?
