blocking user via ip on msn msgr

how could I block someone on msn msgr via IP? the person is annoying and continues to make a new e-mail to bug me so I would like to learn how to block them via IP... it doesn't have to be through JUST msn either.. I would like to block them from even CONTACTING me at all that why I would like to block their IP.. of which I have
