I'd like to make it possible so an internal user can ping
an external IP and have it respond with the internal IP.

Here's a little more detail. I have an internal webserver
with two nics. An external nic with an ext IP. This
works for outside users. An internal nic with internal
IP. This is for internal users. Is it possible to setup a
redirector for my inside users so that if they enter the
ext IP they automatically get sent to the internal IP?

Please and thanks.

Just change your local DNS server so that the name resolves to the local
IP. Or use http://192.168.1.5 or whatever .

If you want an external user from the internet to get to your webserver
which happens to be on a differnt machine within your private network,...yes
it can be done. It is called Static NAT (aka Reverse NAT, Publishing,
Server Proxying,...take your pick). The device that is acting as your NAT
device must perform this. Only the Vendor it came from can instruct you on
how to do that.
