Best Way to Plan and Move a DC to new Site

Here is my scenario :

Site A (10.0.1.0)
DC1 = 10.0.1.3 FSMO
DC3 = 10.0.1.2

Site B (10.0.2.0)
DC2 = 10.0.2.2

IPSEC VPN between the two sites.
I want to move DC1 to a new site (Site C 10.0.3.0) via another IPSEC VPN.
What steps do I need to take to keep DC1 as a Domain controller for the
existing domain but changing its IP to 10.0.3.3 at the new site. If possible
I'd rather not remove it then re-add it to the domain.
