Dump outputs just the commands required to rebuild the configuration.
Meaning it will give you the scopes, superscopes, reservations, options, but
not the lease records.
Export will give you the complete configuration, as well as all the lease
records.
However, keep in mind that Export/Import functionality requires a service
stop/start in order to complete, so while you are exporting, your service is
unavailable.
