Best TcpAckFrequency value?

Hi,

to solve some performance issue during UNC access to my Win 2003 server, I
have found that the TcpAckFrequency registry value can be changed.

A first KB article
(http://support.microsoft.com/default...b;en-us;555041)
says: change the value to 13

While some posts on newsgroups says: change it to 1 !!!

The default value is 2.

What is better? higher or lower value?
Does it more important to change this value on the server side first (and
test)? or on the client side first (and test)? or on the both side at the
same time?

Did you ever implement this change and if so, to what result? I am having
issues with Win2k clients slow file copy to Win2003 file server.
Interestingly enough, the reverse it not true. File copy performance with
the same data FROM the 2003 server to the host is almost 4x the rate ????
